The bill (Reg. No.6660), submitted
by People´s Deputy A. Pinchuk, extends the provision
of the Law "On Trade Unions, their Rights and Activity Guarantees" on the educatees, i.e. pupils, students of vocational technical
schools, higher education establishments, postgraduates and doctorate students.
The author supplements the effective Law with a new clause 21-1 on the authorities of trade unions and their organizations regarding protection of the educatees´ rights.
The amendments introduced to several effective provisions authorize the trade unions and their organizations to conduct collective negotiations and conclude collective agreements and treaties on behalf of the educatees, as well as take part in the state social insurance as educatees´ representatives.
The bill also supplements clause 44 with a provision regarding deductions at the rate not less than 0,3% of the scholarship fund to a primary trade union organization for the aesthetic, physical culture and health protection activities.
The Committee members upheld the legislative initiative that improves collective-agreement regulation of the socio-economic needs and interests of educatees.
The People´s Deputies mentioned that several provisions of the bill should be harmonized with the principles of the Convention of International Labour Organization and some Laws of Ukraine.
The Committee recommends that the bill be adopted in the first reading with further scrutiny of the amendments and proposals submitted during its adjustment for the second reading.
